Hampshire Constabulary stopped the vehicle on Laburnum Road, Southampton, on Friday at 7.15pm.
The driver allegedly only had a provisional licence and was being “supervised” by another learner driver.
They have been issued a summons and will appear in court.

The van was seized under section 165 of the Road Traffic Act.
A spokesperson for Hampshire Constabulary said: “The vehicle was stopped on Laburnum Road in Southampton yesterday.
“The driver has been reported for summons for having no insurance and driving otherwise in accordance with a licence.”
Whilst learning to drive in the UK, L plates must be easily visible from the front and back of the vehicle. Additionally, learners must be supervised by someone over the age of 21 who has had their full driving licence for three years.
