Clinic plan unveiled for empty office place in plush West End address

Gary McBride has asked Glasgow City Council for permission to change the use of a vacant office space at 23 Park Circus, Glasgow, into a physiotherapy and sports massage clinic.

He has already submitted the necessary documents to Glasgow City Council’s planning department.

The proposal includes the use of four rooms in the building, with one room occupied by Mr McBride himself, and the other three to be sublet to self-employed physiotherapists and sports massage therapists.

Each clinician will pay to rent the room and use the facilities on a monthly basis.

The clinic will operate from 9am to 8pm from Monday to Thursday, and from 9am to 4pm on Friday and Saturday if the plans are given the go-ahead.

Sunday operations are still under discussion.

The clinic could see an initial footfall of 30 to 40 clients per day if the business grows, although it is not expected to be very busy at first.

The building, which has been vacant for approximately nine months, was previously used as office space.

Mr McBride has been in contact with the planning authority about his proposal.

He was informed that planning permission is necessary for the change of use.

The planning authority also advised that due to the plans to erect temporary partition walls in the listed building, additional listed building consent may also be required.

The applicant has confirmed that the proposed changes will not affect the waste collection standards already in place.

The clinic is expected to produce minimal waste, which will include personal lunch waste and plastic-wrapped laundered towels.

The waste will be disposed of in the building-provided bins or public bins.

The proposed changes do not include any new or altered vehicle access points, changes to public paths, public rights of way, or public access.

The clinic will be connected to the public water supply network and does not require any new or altered water supply or drainage arrangements.

The site is not within a known flood risk area, and the proposal is not expected to increase flood risk elsewhere.

The clinic will occupy a total floor space of 145 square metres.

The plans do not include any new or additional houses or flats.

The applicant has not submitted any additional reports such as an environmental statement, flood risk assessment, or transport assessment.

The application is currently awaiting validation and further review by the planning authority.

In submitting the application, Mr McBride was required to provide a scaled plan identifying the land affected by the application, an operational statement, and payment for the application process.

The application is now updated with the requested documents and is awaiting validation by the planning authority.

The owner of the land is KPM Residential Ltd.
