Officers had been on patrol on Friday December 20 in the Halliwell area when they came across the 58-year-old man who they say had failed to appear in court.
After he was taken into custody, they later stopped a vehicle around Gas Street near the town centre and tested the two men inside for drugs.
A Greater Manchester Police spokesperson said: “This morning, officers arrested a 58-year-old male who had failed to appear at court earlier this month.
“The male was taken into custody and then transported to court this afternoon.
“This evening, officers then stopped a vehicle which was sighted in the area of Gas Street.
“The two occupants of the vehicle were detained for a search under Section 23 Misuse of Drugs Act.

“The driver of the vehicle failed a roadside drugs wipe and tested positive for cocaine and cannabis.
“The 21-year-old male was arrested on suspicion of Section 5a Road Traffic Act – Driving Whilst Under the Influence of Drugs.
“The passenger was found in possession of a small amount of cannabis and will be dealt with by means of a community resolution.”
